It all depends.
You as a user are entitled to ONE back up copy of a product that you have purchased, and the law does not state how this one copy is obtained, so this is a minor loop hole within the legal system.
Though, most people, being that they do not own their copy of a product also has access to downloading such a product, also download it... thus creating legal issues with the developers and the government.

Usually pieces of work that are of your own creation / other's creations and you have their permissions to share under a GNU license , it is NOT illegal to download these movies online. (Such a example is YouTube.com and video.Google.com)
I wouldn't suggest downloading songs or movies off the internet because you could get a virus and it's illegal.

Not if it is purchased or if it is provided by a licensed site. Programs like iTunes allow you to pay for downloading your music... that is legal.

You can download movies and soft wares on the Internet but it is illegal to do so. I would suggest you don't do it.
Your ISPs also can track if you are downloading illegal content.Most ISPs including IVC Tel, Bell, Rogers will sent you warning letters/emails if you download illegal content and in the end will sent you fines or may even cut off your internet access.
