You need to leave the barrel 16" or longer to be legal.
A sawed off shotgun is illegal depending on how much of it is cut off. It is illegal to own one less than 18 inches for the barrel or 28 inches for the gun.

The SKS is a semi-automatic rifle. Don't cut the barrel shorter than 16" (or alter the rifle so that its OVERALL length, measured from the muzzle crown to the end of the stock, makes it shorter than 26 inches) unless you have prior approval to make a short barreled rifle and have paid for and received the $200 NFA tax stamp.The SKS is an imported firearm. Probably not a good idea. A rifle barrel has to be 16 inches. There is an overall legal length as well. If you have any doubt call your local police or sheriffs department. Getting caught with an illegal .22 can be as serious as getting caught with an illegal machine gun.
It could be done, but there's the legality matter. Once it's manufactured and sold as a rifle, in the eyes of law enforcement, it's always a rifle. So, once you cut down that barrel to pistol length, if you haven't gotten the NFA tax stamp to do it, then you've created an illegal SBR (short-barreled rifle), and could face up to 10 years in prison for it.
