As long as the Golf cart isn't modified to go any faster then the state limit, has a set of headlight, tail lights and a rear light, has a mirror that shows the traffic behind it and a horn to alert pedestrians and other non-motorized traffic it's allow on the golf track. Outside the gold track there are different rules and mostly not allowed.
