Ohio" a law enforcement officer, when observing an individual in articulable suspicious circumstances, may stop them briefly and (for their own safety) may conduct a 'frisk' of the individuals OUTER clothing to determine the presence of weapons, or not.

The general answer is yes, at least in the U.S. Any person in the U.S. can be sued for any reason by any other person.

The longer answer is, even though you can sue anyone for any reason, you may or may not win the case. In order to win the case, you must have, or convince the judge or jury that there is credible reason that the officer somehow caused you harm, acted outside the authority of his position, stopped or detained you illegally, or unnecessarily harassed you.

I was a law enforcement instructor for many years, and generally speaking, not always, most of the time that people want to sue police officers, they have no valid reason. If a police officer detains a person for a legitimate reason within his or her authority, the officer normally has the right to frisk the person to be sure there are no weapon present. Most states do not consider a pat down the same as a search.
