Is it legal to drive a golf cart on neighborhood streets that is not street legal in MI?

Generally no. They do not meet the requirements for motor vehicles. The exception (there are exceptions to everything it seems) is that in Florida, certain cities have designated themselves "Golf cart" cities, and it is allowed on those city streets. No where is it allowed on Interstate or state highways.
