Generally, yes. The establishment clause of the US Constitution protects a person's right to observe any and all religious rituals that are not otherwise prohibited practices. You may need a butcher's license, or need to conform to any applicable health codes, but by its nature alone animal sacrifice is not and cannot be made illegal.
