I disagree. Look at 12 VAC 5-125-100 in the Virginia Administrative Code. Anyone selling a used mattress is supposed to have sanitized before the sale is even offered.
Clarification: The law does regulate the sale of soiled mattresses, remarkably enough. However, the law cited does include various exemptions, such as estate sales, and individuals selling their own household items.
Therefore, while a store must sanitize beddings and mattresses, the private individual selling his own mattress does not.
