First, It is not "Em Sixteen", it is "Em Eye Six". There is indeed such a government group in Britain. MI 6
A M16 cost about $2000.00
They both have advantages and disadvantages over the other. Depends on the application, really.
Class VII, Major End Items, is the only one it really fits in.

AK47s or really any other variant costs pretty much the same as an M4/M16. Although I don't really know how you can buy any decent gun for 55 quid.
M16
The M16 was invented @ 1960
The M16 and the M4 are the US designations for the AR-15 pattern of rifles.
UMP45 because its automatic and overpowered. The only benefit with the the M16 is that it has barely any recoil. I would go with the UMP45. It's really a comparison of apples and oranges. The UMP is a submachinegun, whereas the M16 is an assault rifle. The UMP fires a pistol cartridge, thus, you're looking at an effective range of 50 to 100 metres, vs. the M16, which has an effective range of 550 metres at a point target.
extra cost all Delta forces guns are really bad
Not really too much to tell. The M16 has a longer barrel, and the projectiles will leave the barrel with greater velocity for it. The M4 has the collapsible buttstock and 14.5 inch barrel, so it would be the easier of the two to utilise in urban terrain and such. The M16's longer gas system is the more reliable of the two, and the muzzle flash and noise of the M16 is reduced. The operating mechanism is the exact same, except that the M4 and M16 won't use the same return spring or buffer.
the m16 uses 5.56 caliber ammo
