May state or government exist without constitution and why?

The government and the people are twin brothers, each one of which cannot do without the other, there is no strength for one of them except through the companion, for the people are the founders of the government, and the government is the protector of the people.

Government cannot exist without its foundation and people cannot do without their protection, for whom who have no protection perish and that which has no foundation collapses.

Something that you have to take into consideration when you are looking at government is you have to look at the WHOLE government. You have workers such as Police, teachers, Judges, Armed Forces and a lot of medical persons (VA, Medicaid, medicare) there are a lot of things that I am missing here, but just a quick overview.

Even though the government is supposedly against people, they really maintain a lot of order and give people a base for something to live their lives by. Order is the most important thing to have in order to maintain a good life, take for example Iraq where right now they have hardly any government and they are just right next to crap.

My point is that when you ask if we could do without government, my answer is that government is probably a lot more broad than what you are thinking because there is so much that the government does for you that you probably don't even realize.
