That's a very broad question... In several countries, education is not only a right but it's also an obligation imposed on children, parents and officials. In my country, for instance, kids must attend school from age 5 to age 16, that's an obligation. Parents must send kids to school. Because education is also a protected right under our constitution, the officials must ensure that every child can get an education; that's their obligation. Now, should education be a fundamental human right globally, I think so. Only (secular) education can set people free. An educated person has more opportunities in life and has increased chances to improve their situation. I think (secular) education also fights fanaticism since educated people (or most of them) have a different perspective on things because they less rely on dogmas and religious rationales; education leads to a more pragmatic approach to problems solving, which in turn yields more results. This is more of an opinion than an actual answer but the question calls for that...

To give a seminar presentation on the topic "Education should be made a fundamental right," one would first have to believe that education should be made a fundamental right. Then, research would need to be done to find information that backs up those views. Since education is a very broad topic, it would need to be narrowed down to specifics. Some questions you might ask while preparing the seminar are: What levels of education should be made fundamental rights? What types of education should be fundamental rights? How would the education be paid for? Would it be through public funding or would individuals need to pay for it?
World wide differences in what and how an education entails make this a difficult question. In the USA, education to ANY level should be a fundamental right. If we were to educate our own people perhaps it would be easier to answer this question in terms of a world wide 'right'. The current state of education in the world is too fractured and combative to produce any kind of educational 'rights'.

Education is a right. Your parents make you go to school everyday dont they? Well, that is because you must go. The government made the schools so children can learn. Privileges are something that you dont have to do. You should though. A right is something you HAVE to do.

Everyone has a right to a free public education. But that doesn't mean that the public school systems have to put up with junveniles who don't abide by the rules. If someone going to public school is not interested in getting a free public education and causes trouble and misses alot of school then they don't deserve the education.
