Everyone has a right to a free public education. But that doesn't mean that the public school systems have to put up with junveniles who don't abide by the rules. If someone going to public school is not interested in getting a free public education and causes trouble and misses alot of school then they don't deserve the education. Yes a education in a public school system in the United States is free,and parents must contribute also paying for workbooks,pencils,paper and anything else the child may need to get his/her education. Times are h ard all over and schools are struggling too.
