You may be referring to the American form of government. Two aspects of it are a system of checks and balances (three branches of government, so that any one of them does not become too powerful), and a constitution which includes a Bill of Rights (the first ten amendments), guaranteeing Americans freedom of speech, freedom of the press, freedom of worship, etc.

The Supreme Court is the ultimate authority on the Constitution. The Supreme Court is responsible for upholding the Bill of Rights. It's part of the judicial branch, which serves as a system of checks and balances for the leglislative and executive offices.
