Cities and towns are incorporated and awarded charters by the state governments which give them the power to set up a government. State laws set the limits of local government and the process for establishing them.
The 17th amendment allows voters to elect senators by popular vote. Before this amendment senators were elected by state legislature not the people.
Beacuse state constitutions give legislatures power to create local governments, which recieve charters, or grants of authority, to carry out a wide range of governmental responsibilities.
Both the 10th and 16th Ammendments to the US Constitution give the Federal Government power of State Governments.
