The Second Amendment to the Constitution of the United States declares that the right of the people to keep and bear arms shall not be infringed.

In Full:

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

Many laws and rulings have challenged this and to this day there is still much controversy surrounding many of the restrictions placed on weapons ownership in the US as well as the actual meaning or intent of the founding fathers.

Many historical documents from those days written by the founding fathers give no indication that this means anything other than that all law-abiding citizens have a fundamental right to own firearms.

Can congress ban all people from owning weapons?

No. And if they tried to pass a law, it would be impossible to enforce, because of all the guns that are already in the hands of the people. The fifth amendment is used to support the right of the people to own guns, so all Congress can do is to try and keep guns out of the hands of criminals and people who are mentally unstable.
