the senate crates laws by: The Senate and the House of Representatives are two equal branches. They both propose laws. They then get together, in what are called "conference committees" to work out differences between laws proposed in each. Then, after a compromise is reached, both vote on the new law. If it passes both, it is sent to the president. If the president signs the bill, then it becomes a law. Note that this changes slightly if the bill is a budget bill.
