Unless one counts some money-making stunts on, say Little Rascals, heavy duty work by children is certainly not child's play and would have A. scant entertainment value- or B. may be actually impossible to film if it involved potential accidents ( such jobs as mining, prospecting, etc one false slip- and its down the hole. (Lassie) had some heartstring-pullers involving kids caught in all kinds of freak accidents ( some, possibly inspired by the Kathy Fiscus tragedy a girl being recovered ( dead) from an accidental fall down a well- this stuff is not entertainment- and if feasible might violate child-labor laws themselves- the Movie moguls saw this potential hazard ( to both business and life and limb of kids) so used small-sized or midget adult actors ( for example Mickey Rooney) for juvenile roles- or better yet, played around with the mixing tape- and voila! Cartoons. Child labor- as opposed to Child abuse- not a salable topic- now for newstands- that's something else! Newspapers opposed child-labor laws as this was part of their own logistics- Hexxtra!
