A recently invented way to extract natural gas from rock is called "hydraulic fracturing"... also called "fracking". To make fracking work better, companies mix various chemicals into the fracking fluids pumped in to the ground.

What's in these fluids? Does the public have a right to know? Or should they be protected as trade secrets?

States like Pennsylvania were set to require companies to disclose their formulas, but the company Halliburton claimed that it should be kept secret. Halliburton convinced Federal authorities to restrict stated from requiring companies to disclose their formula. That Federal restriction is called "the Halliburton Rule".
