Speed limits are set in law so technically every day is 'drive at or under the speed limit day'.
Driving dangerously below the speed limit can be a criminal offence (i.e. 20mph on a motorway when traffic is flowing would constitute dangerous/careless driving) so you would need to make it clear that people are not to drive dangerously slow but other than that, there shouldn't be any ramifications.
There are already many speed awareness and safer driving campaigns already in operation that may be more effective.
