Its protected under your First Amendment right to freedom of speech. In the USA you have the right to speak your mind and criticize the government, though it might not be a good idea to get in a screaming match with a police officer. They can get away with almost anything.

This depends on what you said to the cop, the jursidiction you're in, and, most importantly, how creative the cop is at coming up with charges. There is really no law against talking back to a cop, but he can arrest you for breach of peace or disorderly conduct (and he can come up with some creative probable cause statements on the affidavit). Whether or not this or these charges can stick in court is a different issue, but there is the inconvenience of being handcuffed and taken to the police station (perhaps even unnecessarily detained there) and then possibly to jail. And you could have your vehicle towed in some instances-- all this only to later probably have the charges dropped.
