England as such no longer owns any territories.

There are 14 British Overseas Territories, which are under the sovereignty of the United Kingdom but not part of the United Kingdom. These are:

Anguilla, Bermuda, the British Antarctic Territory, the British Indian Ocean Territory (Diego Garcia), the British Virgin Islands, the Cayman Islands, the Falkland Islands, Gibraltar, Montserrat, the Pitcairn Islands, Saint Helena, South Georgia and the South Sandwich Islands, the Sovereign Base Areas of Aktotiro and Dhekalia (Cyprus) and the Turks and Caicos Islands.

Note that these are dependencies of the United Kingdom of Great Britain and Northern Ireland (not England, which is just part of the UK).

The territories of Jersey and Guernsey (the Channel Islands), and the Isle of Man, though also under the sovereignty of the British Crown, have a different constitutional relationship with the United Kingdom, and are classed as Crown Dependencies.

Are only countries previously owned by England allowed to play in the commonwealth games?

The countries were never owned by England. They were part of the British empire. The Commonwealth only has countries in it that were part of the British empirel It is only the countries that are involved in the Commonwealth that can participate in the games. Some countries that were part of the British empire have chosen not to be part of the Commonwealth, so there are some countries that were in the British Empire but are not part of the Commonwealth and so they do not participate in the games.

Does England still own Africa?

Africa is actually owned by a lot of other countries. England is no longer a colonial power, and it does not presently own Africa or any nation in Africa.
