The different components of the bureaucracy in the Federal government's executive branch was developed by George Washington. It started when each area of bureaucracy was assigned a secretary that reported on each of the components. Then each component added more employees in developing larger departments and evolved into what we now know.
The structure of the federal bureaucracy contributes to bureaucratic independence by enabling agencies created by Congress to operate outside the cabinet structure. With congressional funding and contributions agencies are helped from the beginning with a boost that enables them to later stand on their own.
The Federal bureaucracy is given discretionary authority, which basicly gives it the power to make policies not spelled out in constitution. This power has allowed the bureaucracy to grow, and given them independence.
