I am NOT an attorney. I had the same question upon reviewing someone's (court case) docket on Hillsborough County's Clerk of the Circuit Court (Tampa, FL) website, and this is what I came up after some internet research:

"NOTICE DEF INVOCAT CONST RIGHT" is short for "Notice of Defendant's Invocation of Constitutional Rights."

This phrase generally indicates that a criminal defendant has invoked -- or asserted, insisted upon, exercised -- his or her Constitutional rights. The primary ones are a defendant's rights: to remain silent (under the 5th Amendment of the United States Constitution), to the effective assistance of counsel, to confront accusers/witnesses, to avoid self-incrimination, to bail, and to be free from cruel and unusual punishment.
