The government gets its power to govern as enumerated in the declaration of independence from the constitution.
Local governments offer several advantages, including greater responsiveness to community needs and preferences, as they are closer to the residents they serve. They can tailor policies and programs to reflect local priorities and conditions more effectively than larger, centralized governments. Additionally, local governments often foster civic engagement and participation, empowering citizens to have a direct say in local decision-making processes. This localized approach can lead to more efficient service delivery and stronger community ties.
The constitution does not say anything about local law enforcement asking you where you are from. It says law enforcement can not enter your house without a search warrant. It says nothing about when you are walking down the street.

Because governments say it does.
Local governments are often preferred by people because they are more accessible and responsive to the specific needs and concerns of their communities. They tend to foster a sense of community engagement and participation, allowing residents to have a direct say in local decision-making. Additionally, local governments can implement policies and services that are tailored to the unique characteristics and challenges of their areas, enhancing overall quality of life. This proximity and personalization often lead to greater trust and satisfaction among residents.
