This is a matter of opinion, but I would argue no. "Least government" is anarchy, where there is no control outside of the individual. However, "most government" can be argued to be a Dictatorship, where all control is outside of the individual. Over time, the best government seems to be somewhere in the middle of these two extremes, with some individual autonomy and some governmental control. In most democracies, this debate is staged during every election in some form.
