It means any body in the State of AP consumes or possess liquor is illegal and punishable under criminal laws. Later When Chandra Babu Naidu became CM he had lifted the ban on liquor. For example: Legislation of safety standards must be reviewed by the Health and Safety Commission before legislation is proposed.

Primary legislation is the legislation which has been passed by elected leaders, such as Parliament or Congress. Delegated legislation is rules and regulations which is set by the civil service, which cannot override Primary Legislation.
