The LT is the provincial equivalent of the Governer General of Canada. As the Queen's Representative in a given province in Canada the LT is the head of state within the province who's main responsibility is to give "royal assent" to a legislative bill (i.e. a provincial piece of law). Royal assent makes the bill into a statute which means it is law (provided its coming into force is not delayed on purpose, something they would write into the statute). Effectively the LT is a figurehead. Technically the LT could refuse to give royal assent to any bill, but this has never happened to my knowledge. Also the Queens Representitive of Canada
Lieutenant governors.
The past three lieutenant governors of Canada were John Crosbie, Steven Point, and Pierre Duchesne.
Their specific duties may vary depending on the state and how the state's constitution is written, Their main responsibility is to step up to the governor's position should the elected governor become incapacitated or die while in office.
Hawaii doesn't have presidents and vice presidents; it has governors and lieutenant governors. The current (June, 2012) lieutenant governor of Hawaii is Brian Schatz.
Lieutenant governors represent Her Majesty the Queen of Canada.(Note that at the outset of Confederation, Lieutenant Governors represent the Government of Canada through the Governor General. Constitutional developments have led to the evolution of the role of the Lieutenant Governor to be an outright representative of the Sovereign, not beholden to the advice of the federal viceroy or vicereign, or his or her federal ministers.)
Provinces have Lieutenant Governors, not Governors General.
The primary role of lieutenant governors and vice presidents is to step in if the governor or president is not capable of holding office. Each officeholder has specific ancillary duties either expressly outlined or assigned.
Benjamin Nispel has written: 'Reform of the Office of Lieutenant Governor' -- subject(s): Lieutenant governors
