Each state is awarded delegates based on the number of Congress members that state has. So California has the largest at 55. Most states are winner take all, which means if 51 percent of californians voted for Barack Obama and 49 percent voted for mccain, ALL 55 electoral votes go to barack obama. This is how Al Gore ended up with more votes than Bush but bush was elected president. it is criticized because the people do not directly choose as was the case in 2000.
