This question really depends where you are.
In most places quad bikes cannot be legally ridden on-road at all.
In Victoria, Australia, you can ride one on the road if you are a farmer or council worker with approval, otherwise you can only use them on private land. If you meet this criteria you also must be 18 years old and hold a drivers license (ie: no learners permit), wear an approved helmet, and must ride alongside the road (not on the paved surface) unless it is unavoidable. Otherwise they are not considered a vehicle and cannot be used outside private property. (4 wheels = car to them, and a quad will never pass car safety standards).
In WA, Australia, you can get recreational registration to use them in specified off-road public areas. No sealed roads, and must be 18, wear a helmet and hold a motorcycle license.
North Carolina, USA: They must comply with safety standards, I don't believe any 110cc quads do.
In the UK a quad bike manufactured as on-road legal (and under 15kW of power) can be ridden by anyone on a full car license category B (or B1) (or a full motorbike license if it was issued before 2001) from age 17 (or 16 if you are on a disability pension with mobility allowance)

The same traffic regulations exist in Wales as they do in England. If the quad is road registered and he has a licence, current MOT, road tax and insurance cover he can ride it on the roads. If it is not road registered it can only legally or he does not have a licence it can only be used on private land, with the permission of the land owner.
in short if you passed after 2001 you will need a Full CAR
If it is road legal and you have a full driving licence and insurance you can ride it on a motorway.
In UK at least a full B1 you cannot ride a quad on a motorbike licence.you just need a full UK drivers license to drive a quad (if your in the UK), you also don't need to wear a helmet as its not a legal issue :D
