Canada's head of government is officially titled "Prime Minister," a term deriving from Canada's historic association with Britain. The Prime Minister is the chief minister of the Crown; he also serves as chairman of the Cabinet, and as head of Canada's government. No official constitutional document of Canada defines the position of Prime Minister, but it finds brief mention in the 1982 Constitution Act. (See Stephen Brooks, Canadian Democracy: An Introduction [Don Mills: Oxford University Press, 2007], 233-234.) The term "prime minister" applies to the heads of state in other constitutional monarchies as well, and not only those of British origin.

The title of the person who heads the local government in Canada is typically "Mayor." Mayors are elected officials responsible for leading the municipal government, overseeing local administration, and representing the community. In some regions, the head of the local government may also be referred to as a "Reeve," particularly in rural municipalities.
For all practical reasons, Prime Minister Stephen Harper is our head of government. Technically, however, Queen Elizabeth II is our head of state, but she lives over in England and is just a figurehead mostly.
