The President (though the various law enforcement agencies and departments that Congress has created) enforces all Federal (i.e. National) laws. Federal law enforcement officials ("Feds") have jurisdiction anywhere the U.S. has sovereignty, and can arrest anyone for infractions of Federal Laws. Like any other law enforcement official, the Feds can arrest someone for an infraction of a state or local law, but they must turn that person over to the relevant state or local authority. Feds cannot try people for violations of state or local laws.
Also, note that Federal officers cannot arrest people for violations of state or local regulations or violations that aren't actual laws. For instance, since normal speeding is a traffic violation (and not a criminal act), a FBI agent cannot pull you over for speeding and arrest you (or issue you a ticket). Likewise, they can't do things like enforce zoning ordinances or issue food inspection violations.
