As provisioned by the Tenth Amendment to the U.S. Constitution ("FindLaw: U.S. Constitution: Tenth Amendment," 2009), "…powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." The Tenth Amendment specifies that any authority not explicitly given to the federal government within the Constitution is then the responsibility of either the state or local governments. States within the U.S. have created a centralized system of control that pushes responsibility down to local school boards.
