When the parent is unable to provide daily care for that child on a daily basis. When food, shelter, physical, emotional, and mental support is deemed unsatisfactory on a daily basis. When parent themselves are unstable to provide the above factors for themselves, then they are unable to provide for a child. It is different when a parent is trying, but there must be substancial evidence and support in order to assist the parent into stability. Please seek better advice than the internet.
