Before a law is passed it is called a "bill". Bills are identified by the letter of the House of Congress in which it is being considered and the order in which it has been introduced from the beginning of the session of Congress. For example a bill entitled S-1, is the first proposed law introduced in the Senate in that session.

In Canada a proposed law is called a Bill until Parliament decides either to pass it into law or vote it down.
