Nobody can give an exact figure. But before going into that, we need to understand how some muslims are terrorists, some are not.
Muslims are followers of their prophet Muhammad. Whose biographies are recorded in books called hadeeths/hadiths.
Surprising as it may seem, most Muslims care little for the politics of violence and just wish to go to work, make an honest wage, and raise a family. Some however, choose to follow these religious records of Muhammad which depicted him as a criminal, thereby turning themselves into terrorists. These religious records written by the earliest muslim leaders who were themselves ardent followers of muhammad, are called hadeeths/hadiths.
Bearing in mind that Muhammad himself is the personification of the religion that he started, it is therefore not surprising that many zealous muslims will endeavor to follow the practices recorded in these books.
The good news is, not all muslims agree to these writings. Some muslims choose to only rely on the main religious text, called the Q'uran. Unfortunately, the Q'uran reveals very little about the dealings of the person of muhammad and is itself non-contextual. As a result, there is frequently little option left but to refer to some of these hadeeths for backdrops to some of the Q'uranic teachings.
Which inevitably results in many areas of grey interpretations. When one refers heavily on the hadeeths, one may un-knowingly pick up some of the recorded practices which are criminal by today's standards. A simple reference to any on-line library of hadeeths will reveal this.
Some however, choose only to rely on the Q'uran and avoid the hadeeths altogether. These are called Q'uranists.
But whether or not a muslim becomes a moderate or fundamentalist muslim depends largely on the interpretation given to him/her by their religious teachers because the Q'uran is not only non-contextual it is also only to be interpreted by an Arabic speaking teacher. Who, if he relies on these recorded biographies of Muhammad in the hadeeths will lead those who follow him straight into religious terrorism.
We do not know how many are fundamentalists and how many are not. We know however, that there are no barriers for a moderate muslim to become terrorist by venturing onto these hadeeths. The number of terrorists may be relatively small at this juncture compared to the moderates, but the potential to swing the moderates over into the terror camp is huge.
Not all Muslims are classified as extremists or terrorists, but some are. It is important to note that the majority of terrorism and mayhem in the world stems from Islamist/Muslim extremists.
Most of them are not extremists & should not be lumped in with the terrorists.

They don't. Killing innocents is highly forbidden in the Quran. Only a few of them known as extremists are terrorists who spoil the name of other Muslims.
It depends on how the question is read as to what answer is provided.If it is read as: Are Muslims all extremists and terrorists?, then the answer is clearly no. There is a very small percentage of Muslims who are both extremists and terrorists. There is a somewhat larger population who are extremist but are not violent. However, the majority of Muslims are neither extremist or terrorist.If it is read as: Are all Muslim extremists also terrorists?, then the answer is still no, but this is less obvious. Extremism in Islamic doctrine does not necessarily lead to terrorism. It may lead to increased prayer, increased devotion, earlier marriage, more children, etc. We can note many non-violent extremist Christian groups in the US, such as the Fundamentalist Church of Latter Day Saints, the earlier Puritans, etc. While most Muslims who are also terrorists come from an extremist background, there are many more extremist Muslims who are not terrorists than the amount who are.
