Probably West Virginia. West Virginia was formed in 1863, during the middle of the Civil War. The north was making war on the south because the south tried to separate itself, secede, from the United States. In the midst of this war the north allowed "West" Virginia to secede from Virginia, and set itself up as a new state. This hardly seems consistent. States cant leave the country, and we will kill you if you try, but parts of states are perfectly free to separate themselves and go into business as a new state. But if you're able to enforce your will at gunpoint, you can do whatever you want to do. Maybe you'll come up with some excuse to justify what you've done to history, to try to paper over apparently complete inconsistencies,or, maybe not.
