They were added to the constitution as sort of an "add-on" because most people were not satisfied and wouldn't ratify the constitution if it didn't spell out their rights of citizens of America.
Many of the most important states would not ratify the United States Constitution until the Bill of Rights was written. They were not happy with the original form of the Constitution.

How did the massachusetts state constitution 1780 differ from most of the other state constituions?
Rhode Island was the last state to ratify the constitution. After it had been drafted the state legislature initially refused to call for a ratifying convention, prompting the town of Providence to consider seceding. When the state threatened with an economic boycott by Congress - finally did call a convention in 1790, ratification was narrowly approved. Most Americans supported the Constitution once it was ratified.
Pennsylvania had the most signers to the Constitution.

The Articles of Confederation were made before the Constitution. The Articles of Confederation was lacking in many things such as balance between states, taxes, and how to ratify amendments. The Constitution solved all of these problems.
