Before the constitution there was NO president. The office of the president was created in the constitution. When Washington took the office the term was unlimited, but he served only two terms. He felt that a man should serve the people for a short time and then go home. This policy was kept by the men who followed him into the office until FDR. Roosevelt served 3 terms and the result was the 22 amendment limiting the terms of the president to two 4 year terms for a total of 8 years.
