The ratification of the US Constitution was dependent on the various States, including the important one of New York. With this in mind, several of the founding fathers of the new nation put together a series of essays explaining Federalism, in hopes of gaining NY's support.

On 20 April 1777, the Convention of Representatives adopted the New York Constitution. The Constitution granted New York State autonomy from Britain, and provided for the institution of a New York government.

Ratification by New York came first, as it ratified the U.S. Constitution on July 26, 1788. North Carolina followed later, ratifying the Constitution on November 21, 1789, after initially rejecting it in 1788. Thus, New York's ratification preceded that of North Carolina.
On July 2, 1788, the Confederation Congress, meeting in New York, received word that a reconvened New Hampshire ratifying convention had approved the Constitution. With South Carolina's acceptance of the Constitution in May, New Hampshire thus became the ninth state to ratify.
