What was the main reason for the creation of the Bill of Rights?

The anti-Federalist Framers of the US Constitution wanted guaranteed restrictions on the powers of the new federal government. They also believed that the individual rights of all citizens should be expressed in the Constitution. James Madison came up with 12 such rights. The Framers settled on ten.

To inform people of their rights because our forefathers were worried the U.S. would end up like England which taxed without representation and set many cruel unfair laws, so they wrote the Bill of Rights saying any "man" (meaning citizen) who pays taxes has the right to vote for who they want in public office. The Second Amendment gives right to bear arms, eighth amendment says no cruel or unusual punishment shall be placed upon any citizen, fifteenth amendment says no loss loss of life property or liberty without due process of law. Many of the articles in the bill of rights declares our rights as citizens of the U.S. and protects our rights and keeps the government from taking away these rights.

The US had just emerged from a very painful and difficult revolutionary war which was fought because the American colonists felt that the British government was oppressive. If they then created an oppressive government of their own, they might as well have remained British colonists and saved themselves all the trouble of rebelling. So the US Bill of Rights was adopted to create legal limits on government oppression.
