The use of patents began in England in the mid-sixteenth century as a way to induce outsiders to bring new technologies into England. The Crown granted time-limited, exclusive privileges to the inventors by means of letters patent. Because the U.S. Constitution set out that inventors were to be protected from corporate exploitation, we now have laws which outline what qualifies for a patent. The first such laws were enacted around 1790 and were revised in July of 1952. This revision is known as Title 35, the United States Code. However, the existence of the United States Patent and Trademark Office (PTO) only dates from 1802, at which time the first "Superintendent of Patents" took office. Several revisions of law took place in 1836, 1849, and in 1925. These revisions changed the name of the head official, and transferred the PTO from the Department of State, to the Department of Interior, and then to the Department of Commerce.
