Articles I, II, and III in the Constitution specifically state the powers that the government can exercise. The Bill of Rights (Amendments 1-10) state all the rights that citizens have that the Government can not take away. And the 10th Amendment states, "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." This means that unless the power is given to the Government in the Constitution, then the power is held in the hands of the State or the people. Thus limiting the power of Government.
