Patient reports (in Australia anyway) can not be accessed by the individual but anyone within the medical profession ie: nurses, doctors can access anyone's report - providing they work within that medical establishment. If someone wants to have a look at a medical report, say at a doctors office they can ring up and request over the phone the report.
