It is usually based on the cost of the extradition. If you got a ticket for jay walking and did not appear in court, the warrant for arrest would not extend beyond the limits of the jurisdiction in which it was issue. In other words the court is not going to justify the expense of bringing you back from far away in order to satisfy the warrant. However, in cases that are serious felonies, the warrant can extend to anywhere in the Country.
The fugitive can accept extradition or he can request the superior court where he is at to block it. This usually becomes an issue in death penalty fugitives that were detained in foreign lands where those governments don't believe in the death penalty.
