Gangs are not allowed at schools because they motivate other kids to join other other gangs. Gangs also put people in danger.

Gangs do not contribute to education. School is a place for people to gain the knowledge needed to build the rest of their lives on. Young people are not aware of how little time they have to learn what they will need to know both in and out of school. Unless a gang really has something special to contribute to that process, they can't have a part in school. Schools, as a public trust, must be reserved for things that contribute to the students' future.
