We have a federal system and in that system the constitution is the law of the land. Without this each state would be an individual place and we would not be the "united" states. Before the constitution was written the Articles of Confederation tried to be independent from a central government and it didn't work. People working together as a unit can get more done, live better, and have a better life.

Actually there are three governments..... Unless you include federal it is national, state and local.
Federal on A+
The United States calls its form of government where its power is divided between the national and state governments a Federal System. It created that type of government. In that case, the national government has responsibility for certain aspects and the state governments have responsibility for certain aspects. In France and England almost all power resides at the national level while administration occurs at the local level.
It is called a federal system; there is vertical division of power, i.e. local, state and national governments.
In a system where local and regional governments derive authority from the national government, these entities operate under the framework established by the national constitution or laws. This hierarchical structure means that local and regional governments have limited powers delegated to them by the national government, which retains ultimate sovereignty. As a result, any legislation or policy enacted at the local or regional level must align with national laws and regulations. This arrangement can facilitate uniformity in governance but may also limit local autonomy and responsiveness to specific community needs.
State government deals with its constituents' issues within the state. There are also more local governments, as well as a national government.
Districts also provide functions in local government outside county or municipal boundaries. The federal, state and local governments in the United States.
South Africa has three levels of government: national, provincial, and local. The national government is responsible for national legislation and policies, while provincial governments oversee regional matters. Local governments manage community affairs and services. This structure is designed to promote cooperative governance and ensure that various levels of government work together effectively.
Basically that is how government operates today, although local and state governments have some independence, there is no true independence. This is good and bad, from a historical standpoint of court cases local laws are often far more oppressive than national laws but governments on a local level are much easier to manage than national ones.
