First of all, lets separate the term "immigrant" from the term "illegal immigrant." I do not personally believe that "the government" is focused on such activity. As a matter of fact, many citizens are beginning to believe that "the government" pays TOO LITTLE attention to the illegal Immigration situation.
Additionally, the answer to part of the question lies within the question itself. If you are illegaly in this country you cannot expect to have ANY "rights."
The questioner does not give their country of origin, nor is it even necessary.... but, the questioner should research the immigration laws of THEIR own country of origin before they criticize the US government and its citizens. I believe that they will find that THEIR country's immigration laws treat illegal immigrants to THEIR country MUCH MORE HARSHLY.
The focus was concerned with social order and good government
The Anti-Federalists did not want to ratify the Constitution. Basically, they argued that: the Constitution gave too much power to the national government at the expense of the state governments because there was not yet a bill of rights. They also pointed out that Congress, because of the `necessary and proper clause,' wielded too much power, as well as the executive branch. They believed the American people had just fought a war to defend their rights, and they did not want a intimidating national government taking those rights away again. The lack of a bill of rights was the focus of the Anti-Federalist campaign against ratification.

Civil rights refer to the legal protections and freedoms that guarantee equal treatment and opportunities for all individuals, especially in areas like employment, education, and housing. Liberties, on the other hand, are the freedoms and rights that individuals have to act and express themselves without interference from the government or others. In essence, civil rights focus on ensuring equality and non-discrimination, while liberties focus on protecting individual freedoms and autonomy.

The construction of the Constitution and the Bill of Rights aimed to balance the need for a strong national government with the preservation of individual liberties essential to a republic. The Constitution established a framework for federal authority while incorporating checks and balances to prevent tyranny. The Bill of Rights was added to explicitly safeguard personal freedoms, addressing concerns that a powerful central government could infringe upon citizens' rights. This dual focus ensured the government could effectively govern while respecting the principles of democracy.
