There's no one country that owns Antarctica, 47 countries signed the ATS (Antarctica Treaty System) and no one is allowed to live there because it is endangered land. Only researchers and military are allowed to live/stationed in Antarctica, and even there not allowed to test weapons of any kind, so therefore can't really have a government.
