The whole point of the constitution was that it would give the federal government a lot more power and only require a state majority on votes. A lot of people distrusted this idea, and so it was near impossible to get a unanimous vote from states. Thomas Paine, Author of "Common Sense" famously vented his fear and mistrust for a powerful Federal government by announcing "I smell a rat."
It took a few years, but eventually the Federalist Party pulled enough weight around and got the states to unanimously vote for a change to the Constitution.
