The southern states that held out for a Bill of Rights before ratifying the Constitution were Virginia, North Carolina, and South Carolina. Virginia initially ratified the Constitution with the understanding that amendments would be proposed to add a Bill of Rights. North Carolina and Rhode Island later ratified the Constitution only after the promise of amendments, including a Bill of Rights, was made.
