The report that became known as the Halifax Resolves was written by Cornelius Harnett. Harnett was born in Chowan County, North Carolina in April of 1723. He was a merchant who became immersed in public affairs.

They both declared independence from British rule and laid the groundwork for the American colonies to unite against the crown.
